Technical control of the car:
The police examiner will start practical test by asking student to check car’s technical features. Here can you see what you have to learn by heart before practical exam.
Steering
- steering should function easy, fast and safe
- easy: no resistance or dissonance.
- safe: after turning the wheels must go back to the straight position.
- quick: the wheels must follow the exact movement of a steering wheel (note: in cars with power steering, it is checked with engine running).
The newer cars may not have any free play in their steering system. That is the piece you can move the steering wheel without the wheels follow. This is controlled by checking if the wheels immediately follow informed movements (steering wheel).
In cars with power steering (a device which make it easier to turn directed and acts by means of liquid) this is done with turned engine.
- When driving at low speed the steering wheel should easily be turned from side to side without encountering uneven resistance or cause discord.
- Steering fluid must follow the manufacturers' specifications, and it must be between min. and max. or if the control light on the dashboard is not turned.
Brakes
- when fully up the brake pedal has app. 1cm free play.
- the pedal must have a non-slippery surface.
- the pedal may only be pressed halfway down, and still be hard and firm. It may not sink under contiguous pressure (leakage).
- the brake fluid must be between min. and max.
- if there is a case of vacuum brake then: check the brake by pumping 3-4 times, keep the pressure on and start the engine: the pedal will sink.
The Engine:
- does not produce any excess gasses or noise.
- it is not covered in leaking oil.
- the oil stick must be between min. and max.
- the exhaust system is airtight and must be secured by brackets and straps.
- anti-freeze fluid (coolant fluid) must be between min. and max.
Tires and Shock absorbers
- Tires have to have same type at all four wheels.
- the main tread has to be at minimum of 1.6 mm deep (check with the tread wear indicator).
- some tires must comply with a correct rational direction.
- all four shock absorbers must work properly which means it helps vehicle after hard shake.
Lights, reflexes and horn
- all lights must be clean and I full condition and use (reflexes also).
- all bulbs must be working, and are fitted with correctly (outer edge from light to dark).
- each par of lights must have same shape, color and intensity.
- headlights (white or yellow color) are divided into:
- position lights: that are seen from a distance of min 300m.
- low beam: must enlighten road min. 30m. They must be asymmetrical and have a fall of 1% per meter.
- high beam: must enlighten road min. 100 m (blue lamp is turned on at dashboard).
Rear Lights (red):
- rear/position lights: seen from the distance of min. 300 m.
- break lights that light 3.5 times stronger than the rear lights.
- white rear number plate that could be readable from a distance of 20m.
- horn must have clean and constant tone.
Note: at practical examination you will be able to show how to turn the lights on or off.
Indicators are yellow and must be visible even in strong sunlight. There are 6 of them, also functioning as hazard warning light: connected to the green lamp in dashboard.

For the practical examination REMEMBER to bring a valid PASSPORT, driving license APPLICATION and paper with LECTURE PLAN.

About Practical test
Practical test
The practical test is the last step in process of receiving driving license. Once the theory test has been passed then the practical test must be carried out within period of 12 months.
Practical test procedure:

Part 1
Technical control of the car:
The police examiner will start practical test by asking student to check car’s technical features.
For example: breaks, steering system, lights, shock absorbers, tiers etc.
Part 2
Driving:
The duration of practical test is usually 30-45 minutes, where the police examiner evaluates and determines student’s driving knowledge, skills and behavior in traffic. During the test, the police examiner is not restricted to ask the student to perform any aspect of driving: right or left turning, lane change, driving in roundabout, driving on the highway, u-turn, 3-point turn, parking etc.
The police examiner will also evaluate student’s response to traffic signs, speed limits, orientation, placement on the road, duties etc.
Immediately after test completion the police examiner informs student if test is passed or failed.
If the test is passed, the police examiner issues a temporary driving license. With this license the student is allowed to drive in Denmark as well as in all Nordic countries (Sweden, Norway, Finland, Iceland and Faroe Islands). In case of driving abroad it is required that person poses International Driving License which is issued in Citizen Service (Borgerservice). Temporary license normally applies only until student receives the correct license (sent by mail within two weeks after passing of practical test).
Rules for students under age of 18 and students’ recovery of driving license:
The practical test is carried out after student has turn 18.
The tuition may begin 3 months before person reach age of 18.
If student has been banned driving and need driving instruction as part of the recovery plan then the student’s exercise driving may begin three months before the disqualification ends.
Prices:
- Police fee 580 kr.
- Rental of car (Copenhagen) 900 kr.-
- Rental of car outside of Copenhagen (Holbæk, Slagelse, Næstved, Roskilde etc.) 1200 kr,-
Note: students exchanging their driving license are free of paying police fee in first attempt.

About Theory Exam
The sample of theory test is consisted of 25 slides (pictures) including different traffic situations. Each slide includes general question regarding certain traffic situation and it is then followed by 4 multiple-choice answers. In order to pass the test at least 20 slides (pictures) must be answered correctly.
Before the test is taken we recommend that students get extra theory classes and take number of evaluative tests in driving school. Our experience have shown that students are ready for the theory test if they in at least 5 last evaluative tests make under 3 mistakes.
The theory test is taken at one of the police premises, usually at Toftegaardsplads, Valby.
The theory tests are also offered in other police premises around Copenhagen area.
When attending the theory test the students must remember passport, lesson plan, application of license and any previously issued driving license. It is recommended that students arrive at theory test in good time. In the case of being late the police is allow to reject the students presence at examination forcing them to order a new test (cost of additional 580, - kr.).
Theory examination with digital platform - new
All the applicants that choose to take theory test at Hillerød Police Station will from 1stof February 2010 be able to take the test on new digital platform. It is all up to applicant whether he takes the theory test in Hillerød with new digital system or if he takes the test in “old way”.
In connection with driving license application, the National Police has developed a new digital system for theory examination. The overall objective to modernize and digitize system is to support improvements in road safety by improving the quality of theory test (form, content and implementation).
The new digital theory test will be tested in Hillerød Police Station, district Nordsjælland. The theory test is further developed in first quarter of 2010 and will also be implemented at Køge Station, district Midt- and Vestsjællands.
How do you take digital theory test?
The digital theory test must be taken in special rooms that are purposely equipped with number of test terminals (computers). Once applicant arrives to the test, the police supervisor records his arrival, and test terminal (computer) is immediately assigned. After this the examination can start. The applicant can complete the test – typically consisting of 25 questions with up to 4 possible answers – in his own pace within 25 minutes. The applicant is able to follow the questions on screen. All the questions and answers are shown as text and images. The text on the screen is heard through headphones.
After the applicant has completed theory test the supervisor who will provide a rating scale with the outcome (results).

Is there a difference between the present and in the digital theory test?
Throughout the testing phase the theory test will be based on the same theory test series used at all the other examination locations. When digital system is fully implemented at all the examination locations, the current standard theory test series will be superseded by the theory test based on random selection of questions.
How do you take the theory test if you cannot speak and understand Danish?
Theory test applicants that do not speak or understand Danish will as before have an interpreter present at examination.
How do you register for theory test?
Any person obtaining driving license must be approved by municipality (kommunen). Once approved you then get registered via internet-based driving booking system (Køreprøvebookingsystem). Now theory test can be booked. Benefits vs. Downside of digital theory test
The main benefit of the digital theory test is that you can easily correct all the questions. You will also have opportunity to hear and see text on computer. To those that have difficulties to understand Danish this is great help.
On the other hand the time is also considered to be main downside. If the applicant has too much time to answer the questions there is a great risk of applicant going through the questions where the answers were doubtful and re-correct the answers again. In practise, the experience have shown that the in most cases the first given answer to doubtful question is most likely to be the right one.

Penalty Point System - Driving in Denmark
Denmark has implemented in September 1st 2005 the penalty point system for driving violations, which means that for certain road violations, beside getting a fine, you may also get penalty points which are registered with the police. Each penalty point is kept in your file for three years, after which it gets deleted.
If you get three penalty points within three years, your driving license is conditionally suspended; new motorist have their driving license suspended after two points.
Conditional suspension means that you can keep your driving licence if you pass a driving test (i.e. a theory test and a practical driving test) within three months. Should you not pass the tests the police will retain your driving license until you do pass. With a conditional suspension, you are "on probation" for 3 years.
If during your probation period you violate traffic regulations which would results in conditional suspension, your licence will then be suspended unconditionally for at least 6 months. After the determined period of unconditional suspension you will have to pass both the theoretical and practical test before being allowed back on the roads.
Penalty point violations
Road violation that will result in one penalty point:
- Exceed the speed limit by more than 30%
- Drive with too short a distance to the vehicle in front
- Drive in the emergency lane in violation of the Regulations
- Drive with passengers under 15 years of age with seat belts unfastened
- Ignore the red traffic light
- Violate the rule about giving way to approaching traffic
- Violate the rules about overtaking or a prohibition of overtaking
- Pass the barrier-lines in overtaking
- Increase speed when you are being overtaken
- Overtake at a pedestrian crossing
- Drive in the direction opposite to that of the traffic in your lane
- Drive slalom or overtake in dense traffic
- Change direction or position in a way dangerous for other road-users
- Drive to the left of a traffic island
- Race with other vehicles
- Drive over a railway track, ignoring a stop signal
- Fail to ensure that passengers between 8 and 15 years of age use a crash-helmet on a motorcycle

Exchanging of driving license in Denmark
The following manual is created to guide you through the steps necessary for exchanging of your current license to Danish driving license.
Law and rules:
If you would like to drive a car in Denmark, it may be necessary to exchange your foreign driving license to Danish driving license.
From the 1st of May 2006 the drivers who do not have an EU Member State issued driving license must apply to change their license to Danish equivalent.
Starting from the date you receive your Danish CPR (citizen registration) number you are only allowed to drive a vehicle for period of 14 days. Once this deadline has exceeded, you are not permitted to drive and you are in risk of receiving fine.
- First fine: 5.000 kr.
- Second fine: 10.000 kr.
- Third fine: risk of prison sentence
Procedure:
1. Medical examination
To start the process of changing your driving license you need to contact your own doctor to make appointment for medical examination. The doctor will check your vision abilities, hearing, feasibility and overall health. Once examined, the doctor will issue a Health Certificate (Lægeattest) that you will use in when exchanging your license.
Medical examination fee cost app. 200 – 400 kr. and the price varies in accordance to Municipality (Kommune) you live in.
It also important to remember to bring the separate passport photo at meeting mentioned above. Please note that there are strict rules regarding the photo.
The photo must be taken straight from the front and suitable for scanning.
- Format: 35 mm x 45 mm
- Head between 30-36 mm from chin to head top.

2. Apply for the Danish driving license
After the medical examination has been completed, you are advised to visit Borgerservice (Citizen Service) at your local municipality and you will have to fulfil the application form (ansøgning om kørekort).
To support your application you need to bring the following documents:
- Publically issued identification with a personal identification number (Proof of your CPR number)

Note: The translation must be produced by a state authorised translator or by a translator approved by the Danish Police.
You will be asked to complete the form at Borgerservice office. After completion, the form together with above documentation needs to be lodged to one of the case handlers.
Note: If your current driving licence is issued in: Australian Capital Territory, Japan, Chinese Taipei (Taiwan) Russia, Switzerland or South Korea, then the procedure for you stops here. These countries are exempted from the law of May 2006 and the law is in force since 01.07.2009.

The exemption only applies to the mentioned 6 countries while all the other non-EU licence holders (including Norway, Iceland and Liechtenstein) need to follow the below procedure.
3. Temporary licence
You will then be issued a temporary licence which is valid for period of 2 months. During that period it is required to pass both theoretical and practical examination. In order to pass those you will need to find a certified driving school (http//:www.askoreskole.dk/) that will assist you and prepare you well.
4. Theory test (theoretical examination)
The driving instructor from A.S. Driving school or sekretary will assist you in registration for theory test.
The first written theory test attempt is free of charge.
In the case you fail the test there is police fee of 870 kr. for each additional re-take.
We will recommend that you take few theory lessons at the A.S. Driving School prior to taking the test.(Free of charge)
Note: the theory test is in Danish and it will usually take a place in one of the police premises in or around Copenhagen. You need a translator for the theory test as well as for the practical test. The translator will charge for this service (the driving instructor is able to provide this service).
The driving instructor will also charge for his services in preparing you.

5. Practical test
Once you have passed the theory test, you need to make appointment for practical test with driving school. The driving instructor will arrange that. Even thou that you have previous driving experience it would be a good idea to take at least one lessons with driving instructor so that he is able to assess you driving skills and determine if you are ready for practical test.
Just as in theory test case, the first attempt in practical test is free of charge.
Any additional try will cost 870 kr.
Note: the driving instructor will provide you with certified car (app. 900 kr.) as well as with translator (app. 500 kr.).

6. Proper Danish EU Licence
Once you have passed the practical test, the Copenhagen’s driving license office will at first issue you a temporary driving license. This licence is valid until you within the period 3-4 weeks receive the proper EU license. The temporary licence could be used in all Scandinavian countries (Denmark, Sweden, Norway, Finland, Iceland and Faroe Islands). In the case that you need to use your licence outside of Scandinavia the Borgerservice will issue you the International Driving License (cost app. 25 kr.).
7. Additional Information
Extending of temporary licence
Please note that it could be difficult to complete all the formalities within the 2 months period of temporary license due to limited slots in English. In that case the Borgerservice will extend the temporary license if you can prove that you are following the normal process and are unable to complete the formalities within period of 2 months.
Subtraction of original or temporary license
In the case that you do not follow the rules presented previously in this manual the Bogregerservice is allowed to withhold you original foreign driving license and forward it to police. The police is also able to withhold you original driving license in the case that the valid period is expired and you did not pass the required tests.

Note: the image must be take straight from the front and other details must be in place (the main stand must contain between 30 - 36 mm) before the municipality may approve a picture of the license.
Students who are exchanging their driving license are allowed to use a car with automatic transmission gear. This applies in both driving lessons and practical examination. Once the practical examination is passed the students are allowed to drive any car either with automatic or manual transmission gear.
We recommend to those students who are exchanging their driving license that they should use the car with automatic transmission gear both in driving lessons and practical examination.

Step 2
Go to Borgerservice and apply for a Danish EU Driving Licence
To start the procedure of acquiring the Danish EU licence, you need to visit:
Borgerservice at your local municipality.
Please bring the following documentation to support your application:
- The Health Certificate from your Danish doctor together with the Passport photo
- Your Passport with the Work and Residence Permit and a certified copy of the relevant pages.
- Proof of your Danish CPR number
- Your current Driving Licence. If your licence is not translated into English, German or French
or if is not issued in Latin letters, you must bring a certified translation into English.
You will be asked to complete a form at the Borgerservice Office. After completion, you need to
lodge this and the above documentation with one of the case handlers there. The charge for starting the procedure is DKK 260.00.
You will then receive a temporary licence, which you can use for up to 2 (two) months. Within
the 2 month period you will have to pass a Theory Test and a Driving Test.
If your driving licence is issued in: Japan, Russia, Switzerland, and South Korea, your procedure stops here. You are not required to take any theory or practical test. Step 3 Theory and Driving Test
We suggest that you find a local instructor.

An alternative is to go to the website of the association of Danish Driving Instructors (direct
link below), and find an instructor near you.
Please note that the association is voluntary and does not list all driving schools in Denmark.

Step 4 Your Proper Danish EU Licence
Once you have passed the Driving Test, you will receive a new Temporary Driving Licence right

6. Proper Danish EU Licence
Once you have passed the Driving Test, Københavns Kørekortkontor will issue a new Temporary Driving Licence. The proper Danish EU licence will follow 3-4 weeks after you have passed the Test.
